The Accidental Architecture

A business rule gets added to a process. Then another. A conditional decision added here, an exception handler there. Before long, what started as simple execution logic has become a sprawling decision tree embedded deep in the runtime system. Multiply this across dozens of services, hundreds of workflows, and thousands of deployment units, and you have the modern execution system: a labyrinth of business logic scattered across infrastructure with no map to navigate it.

This wasn’t anyone’s master plan. It was the path of least resistance.

The Layer Cake Nobody Ordered 

Today’s execution systems resemble geological formations of layer upon layer of business logic deposited over time:

The Foundation Layer: Simple workers executing straightforward tasks. “Process this payment.” “Send this email.” Clean, focused, understandable.

The Logic Layer: Business rules start creeping in. “Process this payment, but only if the account is verified and the amount is under the threshold, unless it’s a premium customer, then use a different threshold.”

The Exception Layer: Edge cases multiply. “Do all of the above, except on weekends, or if the fraud score exceeds X, or if we’re in the EU, or if the customer has opened a support ticket in the last 48 hours…”

The Integration Layer: Coordination logic emerges. “Before processing, check three other services, wait for two callbacks, reconcile the results, and decide whether to proceed or rollback—oh, and handle the case where one service times out but another succeeds.”

The AI Layer: Probabilistic decision-making arrives. “Use the AI model to score this, but apply business rules to override when confidence is low, and log everything for audit, and explain the decision if challenged…”

Each layer made sense when added. Each solved a real problem. Together, they’ve created something unmaintainable.

The Signs of Breaking

You know you’ve hit the breaking point when:

Updates become archaeological expeditions. Changing a business rule requires excavating through layers of code to find all the places it’s embedded. Miss one, and production breaks in subtle, hard-to-diagnose ways.

Nobody understands the whole system anymore. The engineer who wrote the payment logic left two years ago. The fraud detection rules were copied from another service. The EU compliance logic exists in three different versions across microservices. There’s no single source of truth because the truth is distributed everywhere.

Testing becomes a combinatorial nightmare. With business logic scattered across execution nodes, testing every path requires spinning up entire environments and coordinating multiple services. Teams give up on comprehensive testing and hope monitoring catches the issues.

Debugging feels like detective work. “Why did this order fail?” requires stitching together logs from eight different services, each with its own logging format, to reconstruct what decision was made where and why.

AI makes everything more complex. Probabilistic systems are challenging enough to manage on their own. Embedding them in deterministic business logic that’s already distributed across dozens of services means you are debugging not just “what happened” but “why did the model decide this AND what business rules applied AND in what order?”

The AI Amplification Effect

The introduction of AI into these already-complex systems isn’t just adding another layer—it’s fundamentally changing the nature of the challenge.

Traditional business rules are deterministic. “If X, then Y.” You can trace the logic, reproduce the decision, and audit the outcome. When these rules are embedded in execution systems, at least you know what should happen, even if finding where it happens is difficult.

AI introduces probability. “Given X, then Y seems 73% likely.” The decision depends on training data, model versions, input preprocessing, and confidence thresholds. Now embed this probabilistic decision-making into your layered execution systems:

  • The model runs in Service A
  • The confidence threshold is hardcoded in Service B
  • The override rules are scattered across Services C, D, and E
  • The audit trail is incomplete because logging wasn’t designed for probabilistic decisions
  • The explanation for “why this decision?” requires reconstructing state from multiple sources

The complexity isn’t additive—it’s multiplicative. Each probabilistic decision point creates branches that interact with embedded business rules in ways that are nearly impossible to predict or test comprehensively.

The Inevitable Need for Control

This is where the conversation usually goes wrong. Someone proposes a “control plane” and immediately the reaction is: “Oh great, another layer of abstraction. Another governance framework. Another place where everything has to be defined and managed and controlled.”

That’s not what we need.

We don’t need a layer that owns 100% of the rules. That would just be trading one extreme for another—swapping distributed complexity for centralized rigidity.

We need intelligent centralization of business rules.

Think of it this way: not every decision needs central coordination, but every decision that crosses boundaries does. Not every rule needs to be in the control layer, but every rule that multiple systems need to understand should be.

The control layer should be the answer to specific questions:

  • “What rules apply to this customer segment across all our services?”
  • “When the fraud model says ‘review,’ what happens next—and is that consistent everywhere?”
  • “If we need to change our EU compliance logic, where does that change need to propagate?”
  • “Why did the system make this decision, and can I trust that explanation is complete?”

This is selective centralization: pulling up the rules that matter most for:

  • Consistency: Rules that must be applied uniformly
  • Auditability: Decisions that need clear explanations
  • Manageability: Logic that changes frequently and needs coordinated updates
  • Coordination: Rules that involve multiple services or systems
  • AI governance: Managing where and how probabilistic decisions interact with business logic

What This Actually Looks Like

An intelligent control layer doesn’t dictate every detail of execution. Instead, it:

  1. Provides authoritative business rules that execution systems query rather than embed:

Execution: “Should I process this transaction?”

Control: “Based on current rules for premium customers in the EU with fraud scores under 0.3, yes—and here’s the audit trail for why.”

  1. Manages AI decision boundaries: Defines when to trust the model, when to apply overrides, and how to handle edge cases—in one place, consistently:

“Use the AI recommendation if confidence > 0.85

AND customer tenure > 6 months

AND transaction amount < $1000

OTHERWISE escalate to manual review”

  1. Enables safe evolution: Business rules change without redeploying execution systems. Teams can update fraud thresholds, compliance requirements, or customer policies centrally, with clear visibility into what changed and when.
  2. Creates understandable audit trails: When regulators ask “why did you deny this application?” you can point to the specific rules and model outputs that drove the decision—without archaeological code diving.
  3. Simplifies testing: Test business logic changes in the control layer without orchestrating complex multi-service environments. Know that if it works in the control plane, it will work consistently across execution systems.

The Objections (And Responses)

“This is just ESB/BPMS/workflow engine all over again.”

No. Those systems tried to centralize execution. This centralizes decision-making while leaving execution distributed. The difference is crucial. Services still run independently—they just consult a shared source of truth for business rules rather than embedding their own versions.

“This adds latency.”

So does the current approach of services calling each other to coordinate decisions. The question isn’t “does it add a hop” but “does it add more latency than the distributed coordination we’re already doing?” Often, a purpose-built control layer with proper caching is faster than ad-hoc service-to-service calls.

“This creates a single point of failure.”

The rules are already critical—they’re just scattered and inconsistent. Moving them to a designed-for-availability control layer is typically more reliable than hoping ten different microservices all stay up and in sync. And control layers can be cached, versioned, and degraded gracefully.

“Our execution systems are too unique/complex/special.”

The transition isn’t all-or-nothing. Start with the rules causing the most pain:

  1. The rules that change most frequently and currently require coordinated deployments across services
  2. The compliance and audit requirements where you need to prove consistent application and outcomes like well regulated industries
  3. The AI decision boundaries where you need governance and explainability
  4. The cross-service coordination logic that’s currently duplicated and diverging

Leave the purely execution-specific logic where it is. Not everything needs to be centralized. The goal is selective elevation of the rules that benefit from central management.
